It is possible.  However, the demand for the design remains strong due to its collectibility.  I don't see anything changing until demand for the design weakens.

They (the Mint, that is) should do something special this year for the 25th anniversary, maybe a special

finish, something limited in number. 

I think they should see what they can come up with before they decide to change the existing design. If they can really come up with something better that's one thing, but just to change it for the sake of change without inproving it makes no sense to me whether it's beeen used for 1 year, 25 years, or whatever. Some of the Mint's recent design selections also makes me wonder what they would think is "better" than what is already one of the really iconic, and in my opinion one of the best, US coin designs. The symbolism in our coin designs that used to be expressed with design elements like a rising sun now seems to have been replaced too often by the mundane and politically correct.

It is highly unlikely the mint will celebrate the 25th anniversary with any special coin.  It has become a trend of celebrating every 10 years.  So, you may see something for the 30th anniversary in 2016.
