Hi I think that this coin is LICINIVS I , A.D. 316 - 320, the text should read either of these:-
Obverse legends:
IMPLICI NIVSAVG
Imperator Licinius Augustus

Reverse legends:
IOVICONS ERVATORIAVGG
Iovi Conservatori Augustorum

It also looks like this coin was minted at Antioch (Turkey) this should be confirmed if the text reads :- SMANT (minted between 317-335 AD
